Human Resource Planning - Objective, Process and Technique

Human Resource Planning (HRP)

Human Resource Planning (HRP) is the process of forecasting the future human resource requirements of the organization and determining as to how the existing human resource capacity of the organization can be utilized to fulfill these requirements. HRP process which helps the management of the organization in meeting the future demand of human resource in the organization with the supply of the appropriate people in appropriate numbers at the appropriate time and place.

HRP - Objective

Following are the few main objectives of HR Planning -

  • Meet organizational needs 
  • Relate the human resources to the future needs of the company, in order to recover the maximum investment in human resources 
  • Couple or adjust employee skills to the needs of the company by emphasizing the future instead of the present 
  • Forecast the demand for labor, or how many workers the company will need in the future 
  • Provide the supply of labor, or the availability of workers with the capabilities required to meet the demand for labor of the company 
  • Plan on a continuous basis and be supported by appropriate actions when necessary, as changes in the human resources environment are continuous 
  • Conduct a systematic human resource planning in the sense that it is organized and conducted based on an understood reality 
  • Identify the opportunities and hazards that arise in the future, which combined with other important data provide the basis for a company to make better decisions in the present to exploit opportunities and avoid hazards 
  • Design a desired future and identify ways to achieve it 

HRP - Process

1. Assessing the current HR capacity

2. Forecasting HR requirements

3. Gap Analysis (Current Human Resource Situation)

4. Developing HR strategies to support the strategies of the organization

HRP - Technique

1- Managerial Judgement : Managers discuss and arrive at a figure of inflows and outflows which would cater do future labor demand.

2- Ratio-Trend Analysis : Studying past ratio i.e. Number of workers Vs Volume of Sales, forecasting future ratios and adjusting for future changes in the organisation.

3- Work Study Technique : Used when length of operation and amount of labor required can be calculated.

4- Delphi Technique : From a group of expert the personnel needs are estimated.
